Acting as the Engineer of Record for a Sanitation District Serving 1,000 Customers

The Basalt Sanitation District is a Title 32 Special District that is governed by a Board of Directors and currently serves 1,000 customers (1,560 EQRs). Sanitation Districts typically require Service Plans, Annual Audits, and Annual Budgets. RFE serves as an extension of the District, as the Engineer of Record, helping to navigate necessary planning, infrastructure, treatment and permitting requirements. RFE provides the District with the required information to produce yearly, five- and ten-year budgets for capital projects, operation and maintenance items, and future improvements. RFE also designs and performs construction administration for all the District’s sanitary sewer and wastewater treatment plant improvement projects

Challenges & highlights

The Basalt Sanitation District was formed in 1969, and like many mountain communities across Colorado, its infrastructure is aging. Our goal is to plan improvements in a way that is achievable, balancing urgent needs with long-term capital improvements.

In addition to supporting river crossings, emergency response, and capital projects, we help assess system performance and plan for the future. As Engineer of Record, we evaluate capacity for new development, conduct rate studies, and support grant and loan funding efforts.

Through nearly a decade of partnership, we have developed deep institutional knowledge of the District’s systems, allowing us to solve problems more efficiently and approach planning holistically.

During our tenure as District Engineer, we have helped secure over $1.5 million in grant funding for capital projects, completed a rate study to guide the next 30 years of service, and established a financial plan that supports long-term stability alongside future improvements.
