Comprehensive Engineering Services Reduce System Water Loss

When Roaring Fork Engineering began working with the district, the system was experiencing severe water loss, with 60 to 70 percent of purchased water never reaching customer meters.
The primary issue was a deteriorating pipe network installed on a steep hillside with significant ground movement. Rigid pipe joints were unable to flex, causing repeated failures and ongoing leakage.
To address this, the team implemented targeted pipe replacements using flexible couplings that allow the system to move with the terrain, reducing the risk of future breaks.
In parallel, RFE upgraded system monitoring by replacing residential meters, installing bulk meters, and establishing a water balance approach to track usage and identify losses. These improvements were supported by system mapping, a 10-year Capital Improvement Plan, and ongoing operational guidance.
The results
Water loss was reduced from 60 to 70 percent to below 8 percent, bringing the system in line with standard performance.
The district now operates within its bulk water contract, ensuring supply reliability and protecting its relationship with its provider. Residents benefit from consistent service, and the district has the tools and data needed to proactively manage its system moving forward.
Together, these improvements transformed a failing system into a stable, well-managed utility positioned for long-term success.
