One Aspen

Conducting construction observations and inspections on behalf of the Aspen Water and Engineering Departments.

As part of the One Aspen PUD/subdivision in Aspen, CO, the city required the developer to upgrade the local water system to meet fire flow requirements as well as to upgrade the remaining utilities within the surrounding corridor. RFE was contracted by the City to conduct construction observations and inspections of this work on their behalf to ensure quality completion of the product per the approved designs. RFE ensured all water installations conformed to applicable specification, conducted testing of new water lines, and ensured utilities were installed per plan. Daily field reports and weekly summaries with photos were provided to the city for their records.

As Engineer of Record for the Basalt Sanitation District, we oversee projects ranging from wastewater treatment facilities to collection system improvements.

We serve multiple districts across Colorado’s mountain communities and have partnered with Basalt Sanitation District since 2018. This long-term relationship reflects our commitment to consistent results.

Through nearly a decade of partnership, we have developed deep institutional knowledge of the District’s systems, allowing us to solve problems more efficiently and approach planning holistically.

During our tenure as District Engineer, we have helped secure over $1.5 million in grant funding for capital projects, completed a rate study to guide the next 30 years of service, and established a financial plan that supports long-term stability alongside future improvements.

• 200 linear feet of water line (ranging from 8-inch to 20-inch diameter pipe)

• 1250 linear feet of sanitary sewer line

• 1640 linear feet of storm sewer line

• Various dry utilities, vaults, and right-of-way appurtenances
